Installed in cydia = toggle SSH and automatic SSH
Installed on computer = winSCP 4.2.3

Problem is:

I put in my ip address the user as root and the password as alpine and then click login i keep getting network timeout error reconnecting in 5, 4, 3, 2, 1 then it does it all over again what do i need to do am i missing something?

Check your IP Address....sometimes it changes....that's the only time I have had it timeout.
