The below is to replace the existing tones in Settings/Sounds/NewTextMessge/ - or to add to THEMES if you use SSH or iFunbox to copy.
Found a way to add SMS - I have 3G, 3.01, Jailbroke & unlocked..
You need SSH.
First let me say unless you are fairly adept at moving in and out of your iphones files - don't take on this project. You need to have some computer skills and understanding of how to move files in and out using SSH. This should not be a learning project - you could mess up your phone if you make an error!
So - those of you who say "I want to jailbreak and unlock my phone but I don't know how and I don't know much about computers"....stop reading and close this post!
For the rest of you who are willing to give it shot - good luck.
First a little SMS 101 info:
These are the SMS tones in your iphone and they are the files you have the
option to replace (you will need this info later so write down or print it off):
0=None
1=TriTone (sms-received1.caf)
2=Chime (sms-received2.caf)
3=Glass (sms-received3.caf)
4=Horn (sms-received4.caf)
5=Bell (sms-received5.caf)
6=Electronic (sms-received6.caf)
These are the items you can replace with NEW tones
Select which tone you will be replacing before you start the process. You will need to rename your new tone file to the same name as one you have decided you can live without. In this example I am replacing the HORN tone.
Process:
(I downloaded SMS tone I found at Free-Ringtones.cc)
Select MP3, WAV. or a M4R file.
Download and save as MP4 file (change .mp3, .wav, .m4r to mp4)
Import file into iTunes Library (drag into library)
Highlight file
In iTunes, go to Edit/Preferences/Import Settings/ In Drop Down box select "Import using - AIFF Encoder"
Drag file out of iTunes and change file extension to .caf and change the file
name to the same name of the tone you will replace in the iphone.

(Example:
Tone you will replace is HORN.
You will rename the current iPhone file sms-received4.caf to sms-received_4.caf.
Rename the tone you just made (and took out of itunes) to sms-received4.caf)

Open SSH -
In iPhone, go to: root/system/library/audio/UISounds
Rename HORN (or file you have decided to replace) to sms-received_4.caf
Drag the new file sms-received4.caf into the same iphone file.
(the number in the new file name needs to be the same as the file in the iPhone, i.e if you were replacing the Glass sound you would rename your new file as sms-received3.caf )
Close SSH.
Go into iPhone, Settings/Sounds/New Text Messages and select "HORN" (the sound will be the one you just added - but the Title will still be HORN).
This should be the new sound you just imported into iPhone.
